It turned out the woman is actually mentally challenged. My cousin who lives in Tripoli confirmed it to me and claimed she’s from an area there called “Abou Samra”. You can also read Azmi’s input on the matter in the comments section.
This lady is well-known in Tripoli; she walks around the place dancing and singing to the plants and trees all the time (as she is doing in the video). Some people say that she has lost it a long time ago and others just say that she was born “different” and her parents let her go walking around the place to calm down.
I did see her a couple of times there, this is why I immediately recognized her signature dance. So I think it has nothing to do with the release of Shadi Mawlawi.
This is all I know about her, I think someone else from Tripoli will be able to add some more details.
